After Mahatma Gandhi, who advocated non-violent civil disobedience against British rule, Tej Bahadur Sapru and Indian liberals cooperated with the Congress. Until 1920–22, Sapru joined the Non-Cooperation Campaign. Sapru held an All-Party Conference to initiate the drafting of the Indian Constitution in 1927.
