After Mahatma Gandhi, who advocated non-violent civil disobedience against British rule, Tej Bahadur Sapru and Indian liberals cooperated with the Congress. Until 1920–22, Sapru joined the Non-Cooperation Campaign. Sapru held an All-Party Conference to initiate the drafting of the Indian Constitution in 1927. He was the one who helped to draft the report of the Nehru Committee on Constitutional Change in 1928.
The drafting committee of the Indian constitution was composed of seven members. They were Alladi Krishnaswami Ayyar, N. Gopalaswami, B.R. Ambedkar, K.M Munshi, Mohammad Saadulla, B.L. Mitter and D.P. Khaitan. The Drafting Committee was formed on 29 August 1947 under the chairmanship of Dr. B R Ambedkar. The constituent assembly took two years, 11 months and 17 days to frame the constitution. 6.4 crore Rupees have been expended on the planning. There were 22 sections, 395 papers and 8 timetables. The Constitution was drawn up on 26 November 1949 and some clauses relating to Citizenship, Voting, Temporary Assembly, Provisional and Transitional Provisions were given immediate effect. The remainder of the constitution went into effect on 26 January 1950. 26 January 1929 marked the "Poorna Swaraj" resolution of the Indian National Congress under Jawahar lal Nehru, and so the date was selected to be our republic day in 1950.
