Mahatma Gandhi entered into fortnight-long negotiations with Viceroy Lord Irwin to lay the groundwork for the Round Table Conference to be held in England, culminating on 5 March 1931 in the Gandhi-Irwin Agreement, signed on behalf of the Congress by Gandhi and on behalf of the Government of British India by Lord Irwin.
It marked the end of a time of civil disobedience (satyagraha) that Gandhi and his followers had started with the Salt March (March-April 1930) in India against British rule. One of his more successful civil disobedience campaigns was triggered by Gandhi's arrest and imprisonment at the end of the march, for illegally producing salt.
Worldwide attention had been created by the campaign, and Irwin was searching for a way to end it. In January 1931, Gandhi was released from prison, and the two men began discussing the terms of the agreement. In the end, Gandhi vowed to abandon the satyagraha movement, and Irwin agreed to free those imprisoned during it and allow Indians to manufacture salt for domestic use.
