Hint: In order to solve this question we will first solve the bracket then we will be applying all the sign conventions ten we will be separating all the positive term to a side and finalize it to an individual number and similarly we will collecting all the negative terms to a number and finalize it to a number and will solve the terms and get the final answer.

Complete step-by-step solution:
For solving these types of questions we will first apply the BODMAS which means we are giving the preference to the following order:
B = Bracket
O = Of
D = Division
M = Multiplication
A = Addition
S = subtraction
So by applying the BODMAS to the expression:
$\Rightarrow - 15 - ( - 3) + 4$
We will get:
$\Rightarrow - 15 + 3 + 4$
Now we will separating all the positive terms and make it as an individual and also make the separate the negative terms and make it as an individual number so the new expression will be in such form:
$\Rightarrow - 15 + 7$
So here we are at the final step and just by simple calculation we will get the final answer so in order to finalize it we will add the according to sign convention.
$\Rightarrow - 8$
So this will be our final answer.

Hence the correct answer is option $-8$.

Note: While solving these types of problems we should keep in mind that the solution may be the preference of the BODMAS if it is not done in such a way the answer we will obtain will be wrong, in case we obtain the correct answer the method we are applying will be wrong.
