By the term ‘frame of reference’ it basically implies about the reference with respect to which any measurement is done.
We have mainly two types of frames of reference. One is the inertial frame of reference and then we have the non-inertial frame of reference.
 We know that inertia basically is the property of any body by virtue of which this body remains at rest or the state of uniform motion until and unless interrupted by an external force. Inertial frames of reference are the ones that take this into account. Example for this is a car that stands still or any be a bud moving at certain constant speed.
A non-inertial frame of reference basically is the accelerating frame of reference. Here, the body doesn’t obey the rules of inertia or in other words, Newton’s first law of motion doesn’t hold true. Example here would be an accelerating car.

Note:Now you may recall that any body executing circular motion is also considered to be accelerating. Hence, any frame that is undergoing circular motion can also be classified under the non-inertial frame of reference. Relative velocity etc are measured taking the frame of reference into account.
