Complete answer: The maximum strength of Rajya Sabha stated in Article 80 of the Constitution is 250, out of which 12 members are nominated by the President. The rest 238 members are representatives of the States and the two Union Territories – Delhi and Puducherry. The members nominated by the President are persons having practical experience or special knowledge in respect of such matters as literature, art, science and welfare work etc. The allocation of seats to the State and Union Territories in Rajya Sabha has been provided in the Fourth Schedule of the Indian Constitution.
