Complete answer:
Let us discuss where the session of the Indian National Congress was held in the year 1927. The Indian National Congress session of 1927 was held at Madras (Chennai) Tamil Nadu for three days, 26–28 December, 1927. The President of this session was Mukhtar Ahmed Ansari who was also the Muslim League's president in 1918 and 1920. The Indian National Congress had the criteria to become an INC session president only if an individual is not from the same area where the session is held, therefore he fulfilled this criteria as he was not from Tamil Nadu. Some of the important things happened at this session were:-
1. Decision to boycott the Simon Commission which was formed on 8th November 1927 and was set to arrive in India the following year (1928) was taken.
2. It passed a resolution to object to the use of the Indian Troops in China, Mesopotamia and Persia.
3. For the first time by any INC session, it also adopted an Independence Resolution.

Note: In this session of the Indian National Congress, Jawahar Lal Nehru proposed a resolution for complete independence which was defeated. Actions of Jawahar Lal Nehru were not appreciated by Gandhi.
