The Shimla Conference was a meeting between Lord Wavell who was the then Viceroy of India and the main political leaders of British. In the year 1945, they called over a conference to discuss the new policy of the Executive Council. According to the new strategy, all the members of the Council except those of Commander-in-chief and Viceroy would be Indians. It also stated that Indians will have a grip in every sector except defence.

However, the plan didn't come into execution because the Muslim League and Indian National Congress didn't agree on a single conclusion. Jinnah opposed the proposal because he wanted only Muslims to represent the Council and was against the presence of Non-Muslims members in the Council which was the main reason for the failure of the Simla Conference of 1945.
