Hint: Turning effect of the force means the direction of the force due to which any object rotates on its own axis. Now, momentum, torque and moment in all these quantities the object rotates on its own axis, so, now using trial and error method we will solve this problem.

Complete step by step answer:
Now, in the question we are asked to find what is called the turning effect of the force so for that we will consider each option and find our answer.
Considering option (a) i.e. momentum. Now, according to the law of conservation of momentum the net force acting on any object is zero so, it can be said that as the net force is required to be zero it cannot turn the object so option (a) is incorrect.
Considering (b) option i.e. torque. Now, according to the definition of the torque, when two equal and opposite forces act on an object then the object rotates. So, from that it can be said that torque has a turning effect but it requires two forces so, again it is incorrect.
Considering (c) option i.e. moment. Now according to the definition of moment, when a force acts on any object in the perpendicular direction of that object then it creates a turning effect in the object and the object turns or rotates on its own axis. Thus, it can be said that the turning effect of the force is called Moment.
Hence, option (c) is correct.

Note: Students might get confused between torque and moment as in both the quantities force acts perpendicular to the object and rotates the object but there is very minute change in both the definitions so students should be careful while solving such problems to avoid mistakes.
