When a bob released from extreme position then at that time it has a potential energy when it released it starts to move towards its mean position
As the bob fall down the velocity of bob increases when it reached at the lowest point or mean position it gain its maximum speed due to this velocity bob does not stop at mean position because there is no external force applied on bob at that point or can say the net external force is zero .when net external force is zero on any object according to Newton’s first law it does not change their state this law of Newton’s also called the law of inertia
