-Citadel and Lower Town.

Complete answer: A Citadel is usually a large fortress or large buildings that are built around castles to protect against attacks, disasters or calamities. The oldest known Citadels were built in the Harappan Civilisation. The settlements in Harappan Civilization were divided into two categories:
-Smaller in size but higher were designated as Citadel.
-Larger in size but lower were designated as Lower Town.
The main features of Citadel were the buildings were built higher on mud-brick platforms and were physically separated from the lower town. Baked bricks walls were built around the sections that were so strong that they could last for a thousand years.
Citadel in Mohenjo Daro served two functions for the public:
-Warehouse: a massive structure which was built of wood from the upper section and lower section was made of brick.
-Great Bath: a large rectangular tank in the courtyard surrounded by walls and also had rooms. It also had a well-planned drainage system.

Note: Dholavira and Lothal present-day Gujarat, were fortified and sections were separated by walls. But it is important to remember that The Citadel within Lothal was not walled off, but rather built at a height.
