The Ottoman empire ruled over Greece (except the Ionian islands) after its conquest of the byzantine empire in the 14th and 15th centuries.
The change came in the 18th and 19th centuries when Greek nationalism started growing because of the growing sentiment throughout Europe, especially after the French revolution.
There were a lot of reasons the Greek were able to break away from the Ottoman Empire, some of them were:-
(i)Ottoman empire was already in decline, this made the rebellion more plausible.
(ii)Even though Greece was under Turkish power, many important positions were held by the Greeks, like the senior clergy.
(iii)Phanriot Greek nobles, they were the Greek nobles appointed by the Turks to govern the Phanar district of Constantinople, present-day Istanbul.
(iv)Influential Greek merchant class in the 18th century could send their children to study in Europe Enlightenment got influenced by Western ideas of freedom and liberalism and the Enlightenment movement.
All of this made it possible to fight for freedom.

Note: Enlightenment movement was an intellectual and philosophical movement that dominated the world, it was also known as the age of reason. This movement emphasized reason and rationalism over superstition. It started in 1715.
