A water drop has a higher refractive index in the air. Due to the convex shape of the water droplet, it has a tendency to converge a parallel beam of light falling into it and hence a water drop in the air refracts the light rays and acts as a converging lens. The refraction of the light occurs when the light travels from water to air and air to water. If the light stays inside the drop, then refraction does not occur. At the initial stage, the light first enters the first side of the drop and then reaches to the other end of the drop, thereby reflecting it. Therefore, the light passing outside the drop gets refracted.
The action of reflected light entering into the drop, travels to the other side of the drop, gets repeated, unless and until there is an existence of light. Reflection can also occur when light bounces off from the object and if the surface is smooth shiny like glass, water etc., the light gets reflected at the same angle, due to the hitting, on the surface.
