Hint: Law of Inertia: law of inertia states that, “An object remains in the state of rest or in motion unless and until the external unbalanced force is applied to it.” When external unbalanced force is applied the body will start moving or stop moving.

Complete answer:
Question says that the passenger obey the law of inertia or not. Let us consider an example of a bus and passenger inside it.

When the bus starts moving, we seem to observe a jerk in the opposite direction of the motion of the bus this is because when we are in rest position we stay in the position unless and until the external force (here movement of bus)is applied to us. So, when we were in rest position and bus starts moving we feel a jerk backward and hence we obey the law of inertia. An object has the tendency to remain in the state till the external force is applied to it.

Similarly when the bus is moving and suddenly the driver applies the break then we observe the forward jerk because our state is of in motion that is why we feel jerk forward instead of backward.

That is why it is true that passenger obey the law of inertia.

Note: Newton’s laws of motion and the universal laws of motion. Our whole universe is obeying these laws. We must know the concept of newton’s laws and also must be aware that the Galileo was the one who first presented them.
