 Term Collective responsibility: Collective responsibility has two main components. First, ministers should be able to discuss freely and frankly before making collective decisions, and these discussions should be kept confidential. Second, once the cabinet has agreed on a position, all ministers will comply with the position and vote for the government, or resign.
