Let us discuss both the units in detail;
Litres i.e. L-
This is the basic unit of volume in the metric system of units.
Kilolitres i.e. kL-
This is the metric unit of volume equivalent to 1000 litres or one cubic meter.
Conversion from L to kL-
1000 L = 1 kL
Thus, dividing L by 1000 we will get kL.
For example;
Convert 4000 L to kL-
$4000L\times \dfrac{1kL}{1000L}=\dfrac{4000L}{1000} = 4kL$

Note: Note that a litre of water weighs one kilogram. In most of the calculation we use the standard unit of volume i.e. L but at times for easy notation we need to use the kL unit.
