According to Sir Syed, the British rule in India was permanent and irremovable, and therefore, the community could only flourish if it could win the favors of the British Government. It logically followed that the Muslims should place all their interests in the hands of the rulers. In the eighties of the nineteenth century, Sir Syed was totally a changed man. He advised the Muslims not to join the Congress.
Sir Syed founded a school at Aligarh, which later developed into the ( In U.P. Mohammedan Anglo-Oriental College ). Later, it grew into a University. Sir Syed's Hindus objectives in establishing the College were: to popularise scientific and Western learning among the Muslims and to promote loyalty towards the rulers and win their favor. In U.P. the petitions only in Urdu could be submitted to the offices and courts. Sir Syed's Hindus protested against this practice. This angered the Principal Muslims who called protest meetings in different parts of the Province. The Hindus pression also held meetings to meet the challenge The controversy continued for months - known which worsened relations between the theme of two communities.

Note: The Central National Muslims Association, representing the Muslim leaders of Bengal and other Provinces, presented a Memorandum to the Government. They had asked for the due representation of Muslims in the Central Legislative Council. The Government's reply showed that it was sympathetic to them.
