Hint: Homonyms are words that have similar sound and Homophones are the homonyms that have the same pronunciation but have different meanings and different spellings. For example, metre-meter, see-sea etc.

Complete answer:
Metre and meter both have the similar sound but different meanings.
Meter refers to an instrument which is responsible for measuring the degree, rate and quantity whereas metre means the unit of length equal to 100 cm.
Let us look at the options,
Option A is the only sentence I is correct is an incorrect answer.
Option B is only sentence II is correct is an incorrect answer.
Option C is both the sentences I and II are correct and also an incorrect answer.
Option D is I as well as II are incorrect, but both could be made correct by interchanging the italicized words is the correct answer as metre is a unit which is use for measurements so, it will be better if metre is used in second sentence as in second sentence there is reference to the measurement of cloth and meter is a device which is used for measuring so it should be used in first sentence as there is a reference of measure of electricity.

So, option D is the correct answer.

Note: Both metre and meter are used for measuring something but the only difference between the two is metre is defined as the S.I. unit of measurement and meter is the device used for measurement. For example, Thermometer and Speedometer.
