Hint:Deci stands for one-tenth, so decinormal solution is the solution which is one-tenth as concentrated as a normal solution. It is represented as $1/10$N or $0\cdot 1$N solution. Decinormal represents the concentration of the given solution.

Complete answer:
Decinormal is one-tenth of a normal solution. A normal solution determines the gram equivalent weight of a solute in one liter of solution. Gram equivalent mass is defined as mass of one mole of molecule or an element divided by its valency. Valency determines the number of unpaired electrons present in the outermost shell of an atom of any element. It tells us about the combining capacity of an atom with another atom. . It is a measure of no. of electrons present in the outermost shell of an atom. For ex- molar mass of calcium carbonate is 100g and its valency is 2. So its gram equivalent weight will be equal to $100/2=50$g.
So we can say that decinormal solution is the one which contains one-tenth of gram equivalent weight of solute per liter of the solution. It has a concentration of one tenth as compared to a normal solution.

Note:
There also exists a seminormal solution which contains half the gram equivalent weight of solute in 1 liter of solution. Seminormal will represent $0\cdot5$g of gram equivalent weight and decinormal represents $0\cdot1$g of gram equivalent weight per liter of solution. We can also talk about molar solution which defines the no. of moles of solute present per liter of solution. So similarly a decimolar solution will define one tenth of moles of solute or $0\cdot 1$ moles of solute in 1 liter of solution.
