Hint:To understand the ‘static electric charge’, we need to first revise the basics of some concepts. Those concepts are listed as below:
1 The concept of Coulomb’s law
2. The phenomenon of movement of electrons and protons inside an atom.
3. The concept of Imbalance of electric charges inside the body.
Static electric charge occurs due to the transfer of charged ions from one place to another place

Complete step-by-step solution:
In this universe atoms are present everywhere as a main constituent. If we break an atom then we will find that a large number of ions are present inside an atom and they are named as electrons, protons and neutrons. The protons are positively charged ions, electrons are negatively charged and while the neutrons are neutral ions.
In an atom, a major amount of mass is filled in a space known as the nucleus of the atom and the electrons move around the nucleus.
Only the electrons and protons are responsible for the concept of electric charge because of their oppositely charged ions.
Static electric charge is a familiar electric concept, which occurs due to the transfer of charged ions from one place to another place. Static electricity occurs if the positive and negative charges are imbalanced with each other.
As we know in an atom, protons are not permitted to move. Therefore, the only electric charge which moves in a static electricity is an electron.
The concept of static electricity introduces Coulomb's law for two different charged particles.

Note:- The concept of static electricity will become clearer if we take an example of static electricity from daily life.
When we comb our hair in our daily life, many times some electrons are transferred from comb to the hair. It means that the comb loses some number of electrons and immediately, if we place the same comb near the tiny pieces of paper then the comb will attract those paper pieces. This phenomenon is called static electricity and this occurs due to the variation of charged ions.
