IPS Full Meaning

The IPS Full form in the police is the Indian Police Service. It is a civil service under All Indian Service. In 1948, a year after India became independent from British Raj, the IPS replaced the Indian Imperial Service. Along with India Administration Service and Indian Forest service, the IPS officers can be employed by both the Union Government and the Individual States.

The modernistic Indian Police Service was formed under Article 312(2) in part XIV of the constitution of India. According to the press reviews, there was a massive serious gap of IPS officers in India, amounting to approximately 19% - 22% of the sanctioned strength.

IPS Officers Responsibilities

The present role and functions of an Indian Police Service are as follows:

  • To fulfil duties based on the responsibility of the order in the areas of maintenance of peace and order, collection of Intelligence, crime prevention, investigation and detection, railway policing, tackling smuggling, disaster management, corruption in public life, biodiversity and protection of environment laws, enforcement of socio-economic legislation, etc.

  • Leading and Commanding various Indian Intelligence Agencies like Intelligence Bureau, Central Bureau of Investigation, Criminal Investigation Department, etc.

  • Leading and Commanding Civil and Armed public force in all the states and Union territories.

  • To lead and command the force with courage, dedication, decency and a strong sense of service to the people.

  • Leading and Commanding different Central Armed and Public Force which includes Border Security Force, Central Reserve Police Force, National Security Guard, Indo-Tibetan Border Police, Vigilance Organization, Central Industrial Security Force, and Indian Federal Law Enforcement agencies.

  • IPS officers have to make sure that rules are strictly followed in their allotted district and state. They have to make sure that all the laws are clear to the people and the local police are ensuring that the laws are followed. 

  • IPS officers have to make sure that crisis management is strictly followed by identifying the cause of the disaster and ensuring the security of the people. For example, in the case of disaster or riots, the IPS officer can hold immediate meetings of the armed forces or NRDF to maintain orders in the confusion. 


IPS Officers Selection

IPS officers are recruited from Civil Service Examination conducted by UPSC. They are also promoted from State Police Service and DANIPS. However, at present, the recruitment of IPS officers from the Limited Competitive Examination has been put on hold.


IPS Officers Training 

The training of the IPS officers recruits is conducted at Sardar Vallabhbhai Patel National Police. The approved cadre strength of the IPS is 4920 (1650 through promotional cost and 3270 through direct recruitment post). The Civil List of IPS officers is an updated annual list maintained by the Ministry of home affairs, the Government of India that lists the posting details of all the IPS officers in India. The civil list can be accessed from the MHA website. It enables searching for IPS officers on the basis of their name, cadre, and batch. 


IPS Officers Rank

Although the standard uniform colour of IPS officers is Khaki, the rank, post, designation of the IPS officers varies from state to state as law and order is a state matter. But the following pattern is mostly observed.

IPS officers are either appointed on the basis of the Civil Service Examination or promoted from the state cadre officers. The vacancies in IPS cadre are identified on the basis of the vacancy on Superintendent of police rank. There are generally two levels of promotions for SP rank. These are 11 and 12 according to the Seventh Pay Commission. The IPS officers remain in the rank of SP till the 13th year after which they are promoted as Senior Superintendent of Police.  

The junior-most rank on the IPS cadre is ASP. Consequently, the fresh IPS recruits are distinctly posted as Assistant Superintendent of Police (only for training purposes for 2 years and after that for 1 year ) till they are formally placed as Superintendent of Police in charge of an area ( when they start receiving the pay level 12). When the officers get promoted to the rank of SSP, some of them are posted as the district in charge- of metropolitan districts.
