Main Goals:

  • Increasing mutual trust and friendliness among member countries.

  • To promote cooperation among member countries in critical areas such as politics, trade, economy, technology, research, and culture, including education, energy, transportation, and tourism, among others.

  • To collaborate in order to maintain and ensure the region's peace, security, and stability.

  • To work together to establish a fair, democratic, and balanced international political and economic order.

The SCO's supreme decision-making body is made up of State Council heads (HSC). The heads meet once a year to make important decisions and issue guidelines on important organisational matters. The SCO heads of government council (HGC) also meet once a year to discuss the organization's multilateral cooperation strategy, priority areas, resolve issues, and approve the organization's annual budget. SCO's official languages are Chinese and Russian.

Meetings are also held at the level of heads of parliament, secretaries of Security Councils, heads of law enforcement agencies, and so on, in addition to the HSC and HGC. The SCO coordination mechanism is the Council of National Coordinators of SCO member states (CNC). In addition, the SCO has two permanent bodies: the SCO Secretariat in Beijing and the Executive Committee of the Regional Anti-Terrorist Structure (RATS) in Tashkent.

Origin of SCO

Except for Uzbekistan, all SCO members were members of the Shanghai Five Group, which was founded on April 26, 1996. The group was formed as a result of border demarcation and demilitarisation talks between the four former Soviet republics and China. After Uzbekistan joined the Shanghai Five Group, it was renamed the Shanghai Cooperation Organization (SCO). Following Uzbekistan's accession, India and Pakistan became full members of the SCO on June 9, 2017, at a summit in Astana, Kazakhstan.
