Hint - The proposal for granting Dominion Status of India was proposed in 1929, by the then Viceroy to placate the Indian leadership who in recent years had become very ardent in their demand of India being granted the status of a dominion.
Complete Step by Step Answer - The Irwin Declaration was made on 31 October 1929 by Edward Frederick Lindley Wood, the 1st Earl of Halifax, commonly known as Lord Irwin. The Indian leaders had become increasingly adamant on the demand of a Dominion Status for India. The declaration was made to pacify the Indian leadership and it was announced that Britain was committed to eventually provide India with a Dominion status, such as the ones enjoyed by Australia and Canada. Therefore from that point on British Policy in India would be determined on the fact that India was soon to be declared a dominion state.
OPTION A - James Broun-Ramsay, the 1st Marquess of Dalhousie, also known as Lord Dalhousie served as the Governor-General of India from 1848-1856. He is well-known for his infamous policy, the Doctrine of Lapse.
OPTION B - Victor Hope, the 2nd Marquess of Linlithgow, often referred to as Lord Linlithgow served as the Viceroy of India from 1936-1943. Linlithgow was the one who presented the August Offer, which was rejected by most Indian politicians.
OPTION C - Edward Frederick Lindley Wood, the 1st Earl of Halifax, well-known as Lord Irwin served as the Viceroy of India from 1926-1931. He is famous for being associated with Gandhi-Irwin Pact and the Irwin Declaration. He was the one who declared Dominion Status as British Policy in India.
OPTION D - Louis Francis Albert Victor Nicholas Mountbatten, the 1st Earl Mountbatten of Burma, also known as Lord Mountbatten was the last Viceroy of British India and the first Governor-General of Independent India.
Note - The declaration of Dominion Status as British Policy in India was made by Lord Irwin, the then Viceroy of India. It was a part of the Irwin Declaration made in 1929. It was done to appease the Indian leaders who in recent years had become very ardent in their demand of India being granted the status of a dominion.
