If anyone was found trying to enter into forests he was liable to be punished. But this went against the commercial requirement as workers were needed for cutting trees and transportation. So, an exemption was given.
The Dutch gave exemption to some villages as workers were needed for cutting trees and transportation. But villagers were supposed to provide free labour and buffaloes for cutting and transporting timber.
So, under the Blandongdiensten System, the Dutch first imposed rents on land and then exempted some villages on the given condition as they needed labourers for work.
