On April 13 1919, people assembled at Jallianwala Bagh in Amritsar, Punjab to protest peacefully against the arrest of the two prominent leaders, Satya Pal and Dr. Saifuddin Kitchlew. All of a sudden, a british military officer, General Dyer, invaded the park with his troops. Without even giving a warning to the crowd gathered there to disperse; he ordered his men to open fire at the unarmed crowd for more than ten minutes.

After the incident there was national and international outrage on a large scale due to which the Government of Punjab was compelled to create a ‘Disorder Inquiry Committee’. This committee is also known as the Hunter committee as it was headed by Lord William Hunter,

Senator of the College of Justice in Scotland. This committee consisted of seven members and the stated purpose of this commission was to investigate the various disturbances prevailing in Bombay, Delhi, and Punjab and their causes and the measures taken to cope with them.
