Hint: There are currently three lists that are followed by the government of India. These are the union list in which the central government has the power, the state list and concurrent list which has subjects on which both the central as well as state governments can make laws.

Complete answer: After the 101st Constitutional amendment act that happened in the year 2016, the State List or List-II had a list of 59 items entry because the number 52 and 55 were removed or deleted. Originally, there were 66 items in the list. The list is mentioned in Schedule Seven of the Constitution of India. The legislative segment is classified into three lists: the Union List, the State List and the Concurrent List. The state list has subjects like agriculture, police, forests, prisons, public order, fisheries, industries etc.
Looking at the options given:
Option A- Agriculture is the fourteenth item on the State list. This also includes agricultural education and research, and prevention of plant diseases and even protection against pests.
Option B- Police as a subject is the second item of State list. It is under the provisions of Entry 2-A of List-I.
Option C- Forests are mentioned as the 19 items on the State list. This is not the correct answer.
Option D- Railways is the only subject that does not come under the state list among the options. It comes under the Union list.
Therefore “D” is the correct answer.

Note: However, unlike the federal governments of the United States or Australia, residual powers are concentrated in the hands of the Union Government. This rule is followed by the Canadian federal government as well.
