BDO Full Form

Before we know what is the full form of BDO, we should understand the meaning of block. Block is an administrative division in an area. Those divisions and subdivisions are headed and managed by a person, that person is known as BDO. This administrative division originates from South Asian countries like Bhutan, India, Bangladesh, Pakistan, etc. 

BDO long form or full form of BDO is Block Development Officer, is the official in charge of a block, which means a BDO manages and administers the block under him. In this context, we will know further about the post of BDO, eligibility criteria for becoming a BDO, and so forth.

The full form of BDO is Block Development Officer. From the full form, one can understand the role of a BDO. A BDO basically coordinates and manages the development function in a particular block that is coming under him. 

Block can be defined as a district sub-division. This division is done for the purpose of rural development and for the Panchayati Raj facilities. This is the case in urban areas too, where the cities have similar arrangements under the Urban Development department. The ‘tehsils’ or the ‘taluks’ are common in the urban and in the rural areas for the purpose of administration of land and for the revenue department. This system is applied to keep track of the land ownership and to levy the land tax.

The Block Development Officers or BDOs monitor the implementation of all development-related programs. These programs are based on planning and for the purpose of development of the blocks which are been headed by different BDOs. The BDO coordinates the block’s development and he implements the plans in all the blocks of a district that is being provided by a Chief Development Officer (CDO). The BDO's office operates as the main wing of the government for the development administration and also regulating the administration process.

For planning purpose BDO divides a district is divided into four levels:

• Tehsils

• Blocks

• Gram Panchayats

• Villages

These tehsils may consist of one or more blocks. These blocks are for usually planning and for development units of a district in addition to the tehsils. Every block represents a compact area for which an effective plan is drafted, it is prepared by the BDO and is implemented through the Gram Panchayats. Example: The Muzaffarnagar District of UP had a total of 9 blocks.

Functions of a BDO Officer

BDO has the power to check the documents and then sign the agreements accordingly on behalf of the Panchayat Samiti after taking the prior permission of the concerned authority. He also has the authority to evaluate and calculate the financial status of the Panchayats. This is done to estimate their recovery of loans, to help them in the maintenance of their accounts, etc. The other functions of BDO include:

1. To store and distribute the agricultural supplies to the farmers.

2. To attend the Gram Sabha and the Panchayat Samiti meetings, their presence is the utmost.

3. A BDO participates in work programs and in campaigns.

4. A BDO disburses funds out of the Panchayat Samiti Fund in times of need.

5. To remove the irregularities related to the Panchayat Samiti Fund, they take care of the fund.

6. A BDO ensures the construction projects which are undertaken by the Panchayat and they follow the guidelines and make it happen within the scheduled time, they are answerable to a BDO.

7. A BDO also prepares the annual budget and later shares it with the Panchayat Samiti. He also prepares the progress reports and shares it with the Panchayat Samiti as well as with the Zila Parishad and then with the State Government.

8. As a secretary, a BDO issues notices for the meetings to be held to the Panchayat Samiti and to the Standing Committees

9. He performs emergency functions such as during the floods, fire, or epidemics in his area of jurisdiction, he lends funds and takes care of the block.

Work of a BDO

The works of a BDO are as follows:

1. Helps in the implementation of plans and developmental programs.

2. Agricultural, education, store, and distribution of the agricultural supplies.

3. Organizing co-operatives and other auxiliary agencies.

4. Production plans and allied services.

5. Participating in campaigns. 

Salary of a BDO

The monthly average salary of a BDO is Rs. 9,300 – Rs. 34,800

Eligibility Criteria to become a BDO

The post of BDO comes under the State Government. The Administrative Service Exam is held by the State Public Service Commission for the hiring of the BDOs in different blocks. Only after passing this written exam, the candidates have a chance to appear for the personal interview.

Eligibility Criteria:

• The candidate should compulsorily be a graduate or should hold a bachelor’s degree from a recognized university, institution, or any board. He can be from any stream of education such as arts, commerce, or science.

• The age limit to appear for this post is 21 to 35 years. However, relaxation is also provided for the candidates who belong to reserved categories like SC, ST, OBC, etc.
