Full Form of MHA

The full form of MHA is the Ministry of Home Affairs. The Ministry of Home Affairs (IAST: Grha Mantralaya) is a ministry of the government of India. As an interior ministry of India, it performs varied activities, the important activities being border management, internal security, centre-state relation, disaster management, administration of Union territories, management of central armed forces. 

The home minister is appointed by the Union Minister of home affairs. The present home minister of India is Shri Amit Shah.

MHA Long Form and Departments

MHA long-form is the Ministry of Home Affair. It provides manpower and financial support, guidance, and expertise to the State Government for the maintenance of peace, security, and harmony without violating the constitutional rights of the States.

Following are the constituent departments of the Ministry of Home Affairs :


Department of Border Management

The department of border management has to cope up with border management including coastal border, strengthening of border security and creation of infrastructure, border area development, etc.


Department of Official Languages

The department of official language deals with the execution of the provision of the constitution relating to the official languages.


Department of Internal Security

The department of Internal Security deals with the police, law & order and rehabilitation.


Department of Jammu, Kashmir & Ladakh Affairs

The department of Jammu, Kashmir & Ladakh Affairs deals with the constitution provisional rights regarding the Union Territories, Jammu, Kashmir & Ladakh, and all other matters related to the Union territories and excluding those matters with which the Ministry of External Affairs is concerned.


Department of States

The department of State manages Centre-State Relations, Inter-state relations, Union Territories, Freedom Fighter Pension, Human Rights, Police Reforms, Prison Reforms, etc.


Department of Home

This department manages the notification of assumed office by the President and Vice-President, notification related to the appointment and resignation of the Prime Minister, Ministers, Governors, nomination to both Rajya Sabha and Lok Sabha, population census, registration of births and deaths, etc


MHA Divisions

Following are the organization divisions of the ministry itself, without dividing into specialized departments.

Administrative Division

The Administration Division is responsible for managing all administrative matters, allocation of work among various divisions of the ministry, and supervision of compliance of providing information under Right to Information Act 2005 and matters relating to Secretariat security organization and Parliament matters.

Border Management Division

  • Matters regarding coordination by administrative, security, intelligence, diplomatic, legal, regulatory and economic agencies of the country for the management of International Borders.

  • The creation of infrastructures like roads/fencing and illuminating of borders;

  • Border Areas Development Programme (BADP) pilot project on multifunctional National Identity Card and Coastal Security.

Centre-State Division

This division manages Centre-State relations, including working of constitution provisions governing such relations, the appointment of governors, the creation of new states, nomination to Rajya Sabha,/Lok Sabha, Inter-State boundary disputes, supervising the crime situation in states, the imposition of president rule.

Counter-Terrorism and Counter Radicalization Division

This division manages matters related to terrorism, counter-terrorism, radicalization, counter-radicalization, etc.

Cyber and Information Security Division

This division manages matters related to the Cyber Security, Cyber Crime, National Information Security Policy & Guidelines (NISPG) and implementation of National Information Security Policy & Guidelines, National Intelligence Grid (NATGRID), etc. 

Coordination and International Cooperation Division

This division manages the intra-Ministry coordination work, publication of Annual Report of the Ministry, public grievances (PGs), Record Retention Schedule, custody of both classified and non-classified records of the Ministry, delivering various reports related to the SCs/STs and Persons with Disabilities, etc. 

It also manages miscellaneous Cabinet Notes/ EFCs received from other Ministries, coordination of work relating to EODB, Swachchhata Action Plan, Regulating Compliances, maintenance, and updating of contents on the website of Ministry of Home Affairs (MHA), administration of e-Office in the Ministry, etc.

Disaster Management Division

This division is responsible for relief, response, and preparedness of natural calamities and man-made disasters (excluding drought and epidemics). This division is also responsible for policy, legislation, prevention, mitigation, capacity, building, and long-term rehabilitation. 

Finance Division

This division is responsible for formulating, operating, and controlling the budget of the Ministry under the integrated finance scheme.

Foreign Division

This division manages all matters related to visa, citizenship, overseas citizenship of India, immigration, acceptance of foreign contribution, and hospitality.

Freedom Fighter and Rehabilitation Division

This division formulates and implements the Freedom Fighter Pension Scheme and scheme for rehabilitation of migrants from former East Pakistan/ West Pakistan and provision of relief to Tibetan and Sri Lankan refugees. It also manages the work related to the property of enemies and residual work related to the properties of Evacuee. 

Internal Security-I Division

This division deals with the matters related to administrative and financial matters of the Official Secretariat Act, National Intelligence Grid (NATGRID), Intelligence Bureau (IB), Sikh militancy, SGPC Board, Protection of Human Rights Act. This division also manages issues related to national integration and communal harmony and Ayodhya.

Internal Security-II Division

This division manages all the issues regarding letters of request for mutual legal assistance in criminal cases; National Security Act, 1980 and representations there under; management of Narcotics Control Bureau; providing central support to victims of terrorist, communal and Naxal violence.

Jammu Kashmir and Ladakh Affairs 

The department manages all the issues regarding the Union Territories of Jammu, Kashmir, and Ladakh, including terrorism/militancy. The department is also responsible for the execution of the Prime Minister's Package for Union Territories of Jammu, Kashmir, and Ladakh.

North East Division

This division manages the internal security and law & order situation in the North-Eastern States. It also deals with matters related to nonconformity and discusses various extremist groups working in that area.

Police-I Division

This division operates as the cadre controlling authority in respect of Indian Police Service (IPS) and also manages the matters related to the award of Presidents' Police Medals for Meritorious/Distinguished service and Gallantry, etc.

Police-II Division

This Division manages the policy, workforce, operational (including deployment), and financial matters relating to all the Central Armed Police Forces (CAPFs) including BSF Air Wing. 

It also manages the issues relating to the welfare of the serving and retired CAPF workforce and the deployments in UN Peacekeeping Missions.

Police Modernization Division

This Division manages issues related to the modernization of state police forces, arrangement of various items for modernization of Central Armed Police Forces, police communication, police reforms, management of Private Security Agencies (Regulation) Act, 2005, etc.

Union Territory Division

The division manages all legislative and constitutional matters relating to Union territories, including the National Capital Territory of Delhi.

Women Safety Division

The Women Safety Division was introduced by MHA on May 28, 2018, to strengthen measures for the safety of women in the country and promote a sense of security in them through rapid and effective administration of justice in a comprehensive manner and by providing a safer environment for women. This new Division is responsible for the formulation of policy, planning, coordinating, formulating, and implementing projects/schemes to support States/Union Territories to achieve this objective.
